Job Description
Develop and share monthly project activity plans with the Program Manager-CFK (PM-CFK) and Compliance Advisor (CA), ensuring alignment with project objectives and timelines. Organize and lead weekly project meetings with PM-CFK and CA to review project progress, identify challenges, and adjust plans as necessary. Ensure appropriate planning of the project in participatory way involving concerned government offices, communities, partners and Children Believe staff and responsible development actors Coordinate and ensure development of detailed implementation plans for the project. Actively participate and facilitate coordination, networking and experience sharing meetings, workshops or forums that contribute to effective harmonization and synergic effect of project interventions. Oversee the implementation of the project and resources (human, financial and material resources) utilization are in compliance with donor, government and Children Believe policies, guidelines, rules and regulations. Follow up and ensure timely implementation of anticipated risk mitigation strategies pertinent to the project. Facilitate effective planning and execution of project capacity building activities. In consultation with the Country Director and project staff (Country Office & Partner level), respond to communications related to the project. Facilitate performance of contracts, memorandum of agreements (MOAs), and other internal/external regulations relevant to the implementation of the project as needed. Work with CO MELKS officer to develop the project’s Performance Monitoring and Evaluation Plan including Performance Measurement framework. Track progress against output-level indicators, identifying gaps and proposing strategies to meet project targets. Conduct regular field visits to monitor activity implementation and ensure adherence to project plans. Coordinate field operations during evaluation activities, ensuring seamless collaboration between the evaluation team and project staff. Ensure recommendations as per monitoring and evaluation learnings are incorporated into planning for improvement. Manage the recruitment process for evaluation consultants, including reviewing Terms of Reference (ToR), inception reports, tools, and final evaluation reports, and consolidating feedback for CA. Collaboration with CO MELKS Officer and Project M&E Officer to conduct baseline survey, annual and bi-annual project reviews within the planned timeframe and their results are reported/ communicated to concerned bodies. Ensure timely completion of the project including endline evaluation, other closeout activities and proper handing over of project assets to local government and communities. Review and verify monthly financial reports and expenditure documentation by the 13th of each month, ensuring compliance with project budgets and donor regulations. Work with the Country Office Finance Manager and Project Finance Officer to maintain and update the Budget Revision sheet in the financial disbursement ledger. Participate in bid evaluation committees to ensure transparent and accountable procurement processes. Prepare monthly burn rate reports and submit same to Country Director and Grant Compliance Manager. Develop reports on the project and ensure timely submission to Country Director, CA and Grant Compliance Manager per agreed reporting format. Ensures proper documentation of the project performances. Facilitate donor visits and accompany donors on field visits in consultation with the Country Director. Oversee the development of project promotional materials, ensuring alignment with the project's communication strategy and share same with CA for input prior to publication. Review and provide feedback on press release drafts and other external communication materials to maintain consistency and quality and share same with CA for input prior to publication. In liaison with partner project staff, ensure active involvement and proper function of stakeholders at all levels. Ensure the project staff closely work with concerned government agencies and other project stakeholders. Fosters effective working relationships with project stakeholders and liaise the project with donor, concerned government bodies and partner NGOs. Follow up and facilitate the implementation of activities that ensure sustainability of the project results. Support the Country Director and Country Office team to develop proposals for new projects/programs that helps to sustain the gains of the project. Comply with all CB policies and procedures including managing confidential information. Other related duties as assigned. Master’s degree or equivalent post graduate qualification in Development Management, Integrated Development Studies or relevant Social Science discipline. Minimum 7 years’ experience in child centred development field, with at least 4 years in managerial position with INGO or large national NGO. Demonstrated sound understanding of project development and management principles. Highly skilled in networking, developing partnerships; building commitment, contributing to team success, innovation with problem solving and analytical ability. Proven leadership skills, with the ability to develop, motivate, monitor, and evaluate cross-functional program team to meet tight deadlines. Discretion and sound reasoning in dealing with sensitive matters; ability to solve complex and challenging problems through effective consultation; Excellent interpersonal skills; ability to establish and maintain effective working relations with sensitivity and respect for diversity; Strong computer skills, with familiarity in using Microsoft Office suite and other relevant applications. Excellent presentation, public speaking skills, skilled in networking & developing partnerships. Fluency and excellent written skills in English. Ability to speak any of the local languages spoken in the North East Region will be an asset. Experience in the application of Results-Based Management (RBM) tools is essential. Strong computer skills - Microsoft Office suite and other relevant applications. Excellent verbal and analytical writing skills for preparing and presenting world class reports to donors, board members and other stakeholders. Ability to travel within project catchment area and nationally as may be required.
