Job Description

Terms of reference for the National Coordinator for the integration of the SOURCE platform Responsibilities: The National Coordinator (consultant) will assist the Sustainable Infrastructure Foundation (SIF) and stakeholders in the integration of the SOURCE platform in Ghana. In the framework of his mandate, he/she will carry out the following activities: General coordination:  Coordinate exchanges between (a) the Sustainable Infrastructure Foundation (SIF); (b) National Development Planning Commission (NDPC) in Ghana, and relevant government agencies; and (c) other consultants involved in the digital transformation (digital platform design). Organise regular progress and follow-up meetings with the identified stakeholders. Provide meeting minutes and technical inputs into SIF reports as required; and Join weekly progress meetings/calls with the SIF team. Facilitate translation if necessary. Inception Identify other relevant government agencies.  Coordinate alongside with SIF team, the appointment of SOURCE focal points in government agencies. Identify existing IT platforms and tools that can interact with SOURCE.  Identify and mobilise resources to define project development cycles and processes.  Identify all stakeholders who will be involved in the process (ministry, agency, etc.).  Coordinate and organise, jointly with the Integration Manager, a preliminary workshop to present a draft work plan.  Present the SOURCE integration methodology and agree on a first draft action plan to be reviewed after the needs analysis.  The following deliverables will be prepared as part of this step:  Inception report, which will include: Presentation of key stakeholders and relevant institutional frameworks. The digital context of the country and its key IT regulations. Presentation of the existing and provisional IT tools. SOURCE integration detailed work plan. Meetings minutes.

Requirement(s)

Needs Assessment: Identify the decision trees for the integration of SOURCE into the project cycle and the country's institutional framework.  Identify the PPP framework and mapping process that will be designed on SOURCE. Do the same for the framework that governs traditional tenders.  Designing project dashboards and portfolios for progress reports.  Identify documents to be stored in SOURCE and operationalise the SOURCE knowledge management system.  Identify and map existing IT tools.  Mapping of fields and input data to enable interoperability of SOURCE with existing IT tools.  Define a legal process to institutionalise the use of SOURCE. Identify and co-map, with SIF’s Integration Manager, the public website to which SOURCE will be connected via API. Translation of the customized version of SOURCE in one local language, if necessary. The following deliverables will be prepared as part of this stage:  Needs assessment report detailing: The project preparation and management processes of the different contractual arrangements are to be digitised in SOURCE. The project evaluation methodology to be digitalised in SOURCE. Presentation of an interoperability architecture between SOURCE and the complementary IT systems. Presentation of the strategy to institutionalise the use of SOURCE in the country. Approval of the use of SOURCE by the country IT regulation if any. Meetings minutes. Digitalization and Integration: The consultant, the integration manager, the senior integration manager and the IT developer will jointly work to adapt and customise the SOURCE platform to the country's decision-making process and institutional framework. Identify the needs for developing the SOURCE application programming interface (API) for the identified public websites in order to connect to the public pipeline. Preparation of guidelines and related documentation describing the role of SOURCE in the national framework and how it can be used by government agencies.  Providing technical input for the preparation or revision of other guidelines, regulatory and/or legal frameworks that interface with the use of SOURCE.  Launch of the platform adapted to the country framework.   Conduct with the Operations and IT SIF team tests in SOURCE. Identification of the first organisations and users to be registered in SOURCE.  Identification of the priority sector(s) and projects to be used as a pilot in SOURCE.  Conduct series of tests on source customized version. The following deliverables will be prepared under this step:  Integration report describing all changes made to SOURCE to adapt it to the country requirements, including: Adapted version of SOURCE available on the test and production platforms. Use of the SOURCE API by the identified IT systems for pilot projects. Meetings minutes. Piloting: Registration and training of users involved in the pilot phase alongside the Integration Manager. Collect feedback from users during the pilot phase. The consultant and integration manager will provide the necessary adjustments to the SOURCE platform, the project evaluation, and the API connection to the SIF’s IT developer. Support the Integration Manager in updating the training materials and user guide and the creation of the training programme according to the needs expressed.  Conduct a series of tests on the SOURCE customised version. Support the government by analysing the project’s feasibility study and providing inputs to fulfil SOURCE’s templates as a member, all the information will have to be validated by the government (stages 1 to 3). If necessary, the government will invite the local consultant as a SOURCE platform member1 to provide the requested information. The following deliverables will be prepared as part of this step:  Pilot report summarising the results and comments, including: SOURCE customised user guide. Approval of the strategy to institutionalise the use of SOURCE in the country. Training proposed work plan Meeting minutes Training & Launch of the platform: Conduct the SOURCE trainings to the different government agencies.  Migration of existing projects to the SOURCE platform.  The following deliverables will be prepared as part of this step:  Final Training and Implementation Report, including: SOURCE country administrator and organization administrator accesses provided. SOURCE Letter of acceptance and SOP signed by country. Letter informing the SOURCE Council about the completion of the SOURCE integration in the country. Qualifications required:  Degree in project engineering, business engineering or political science with at least 5 years of experience in writing functional specifications. Fluent in English. She/He should have a solid knowledge of the management and development of infrastructure projects, PPP framework and project feasibility study in Ghana. Knowledge of the legal, regulatory, and institutional framework applicable to public-private partnerships (PPPs) and public procurement procedures is a key asset. The consultant will be responsible for collaborating with the SIF team in implementing the SOURCE software in Ghana. She/He should be competent in writing reports, minutes and briefing notes and have excellent oral communication skills. She/He must be able to work independently and in a structured manner in a complex environment with multiple interlocutors with different profiles. Previous experience as an institutional consultant and/or trainer is welcome. Type of contract: The present mandate is for a period of approximately 15 months, with remuneration conditional on the validation of the deliverables defined in the contract and in line with the payment schedule set out in the financial offer. The candidate must also be legally registered as a self-employed person and able to provide official invoices. If the candidate is concurrently employed by the government or any other entity, they must ensure compliance with their current employment and local legislative framework to provide consulting services. This may include necessary permissions from their primary employer and adhering to local laws and regulations that permit such dual engagements. That is, they must obtain a formal letter from their superior authorising them to engage in self-employed consultancy work on this contract, which will be documented accordingly.
